Advisory Committees


Collège Boréal is committed to ensuring that its services and programs be of the highest quality and that they remain current with labour market trends. For this reason, the College relies largely on the knowledge and contributions of the Advisory Committee members.

With respect to the program review and program development, Advisory Committees are an essential resource for the College. By maintaining close relationships with the respective communities, through industries, businesses, educational institutions and various organizations, Collège Boréal remains in touch with the needs of all stakeholders and can thus maintain its innovative reputation.

The Ontario Colleges of Applied Arts and Technologies Act, 2002 requires that an Advisory Committee be created for each program or program cluster of related programs offered at the College. Each Advisory Committee must ensure that they follow the Minister’s Binding Policy Directive 3.0: Programs, mandated by the Ministry of Training, Colleges and Universities1. Each committee reports to the Collège Boréal Board of Directors.

The Board of Governors is to ensure that an advisory committee for each program of instruction or cluster of related programs offered at the college is established and is made up of a cross-section of persons external to the college who have a direct interest in and a diversity of experience and expertise related to the particular occupational area addressed by the program. The board of governors is to establish in by-law the structure, terms of reference, and procedures for program advisory committees.

The mandate of each Advisory Committee is to assess and advise on the following:

  • Quality assurance : Contribute to a program’s quality assurance process to ensure its relevance;
  • Training: Propose and uphold educational experiences within the industry, including: internships, clinical experiences, cooperative experiences as well as field trips.
  • Employment prospects: Notify the college to what extent programs meet the needs of the labour market, vocational learning outcomes and essential employability skills.
  • Scholarships and bursaries: Assist in the establishment of scholarships and bursaries for Collège Boréal students.
  • Public Relations: Promote good relationships with the community, local business, industry and professional associations.
  • Curriculum: Help to develop and review program content to ensure that it meets community, business and industry needs and the program’s learning outcomes;
  • Technology: Provide advice on the technological trends and changes within the industry.
  • Program review: Participate in the program review process while taking into account the needs of the local, provincial, national and international levels.
  • Recommendations: Make recommendations, when necessary, to create new programs that respond to the community, business and industry demands.

Membership Benefits

The members of each Program Advisory Committee are key players who contribute to the academic success of students and Collège Boréal graduates. They ensure that graduates are well prepared to begin their careers and succeed in their individual fields.

Member composition

  • The members of each Advisory Committee who are eligible to vote are chosen for their expertise and leadership within their respective fields of work which are directly related to the College’s programs. Collège Boréal encourages the membership of members from various professions within the community.
  • Each Advisory Committee must consist of members who work independently from the College, represent various work sectors, have a vested interest in the College and possess a variety of professional work experiences related to the content area of their Advisory Committee.
  • Program Coordinators, School Staff, Administrators, Support Staff and Students are considered contacts and do not have the right to vote.
  • Membership is by invitation only. Members serve a three-year term, which may be renewed.
  • A minimum of four outside members is required for quorum and decisions are reached by consensus.
  • Voting can take place electronically, when necessary.

Chair of the Advisory Committee

The Chair of each Advisory Committee provides leadership and encourages members to discuss problems from a wide perspective. The chairperson serves as an ex-officio member of the Advisory Committee and a resource person for the college. The chairperson serves a two-year term and may be re-elected for another two-year term. The chariperson may be selected by the commitee’s members through election or acclamation.

Roles of the Chair of the Advisory Committee

  • Chair meetings.
  • Collaborate with the Dean in the preparation of schedules and timetables for meetings.
  • Ensure follow-up upon recommendations.

Roles of the Dean

  • Prepare, review and distribute the agenda, the meeting minutes and any other relevant documents before the scheduled date of the next meeting.
  • At the end of each semester, provide the Vice-President, Academic with an updated list of committee members, meeting minutes, committee recommendations and a follow-up report for the committees who have met during that semester.
  • Recruit new members.
  • Ensure that the Committee’s recommendations are implemented in a timely manner.

Conflicts of interest

  • Advisory Committee members are asked to declare all real, apparent or potential conflicts of interest.
  • When a conflict of interest is declared by a committee member during a meeting, the member shall not take part in discussions on the matter involved and, if a vote is held, will refrain from voting.
  • The declared conflict of interest shall be noted in the minutes of the meeting.

Confidentially Agreement

  • The information shared and discussed Advisory Committee meetings are confidential.
  • Advisory Committee members are required to respect the confidentiality of the committee’s discussions, information and documents.
  • Advisory Committee members must sign a confidentiality consent form at the start of their term.
